The exempt purpose of the Phelps County 4-H Foundation is to generally promote and develop an active 4-H program in Phelps County, Nebraska: to sponsor and support various 4-H activities, to provide scholarships to 4-H members and leaders, to provide Citizenship Washington Focus short courses and exchanges of young people between counties and states, and to sponsor and promote 4-H camps. Youth education is the primary purpose.
